Re-architecting the enterprise -
Bihar Under Transformation

Abstract:
Bill Gates hand written note, pats government for the healthcare headway in Bihar. The world’s largest retail chain —Walmart — has
expressed interest in investing in Bihar. The revived Nalanda University plans (mentor group headed by Amartya Sen) to start its first
session at a new campus by 2013. Bihar Finance Minister Sushil Kumar Modi presented the Rs 65,325.87 crore (nearly US$ 14.5 bn)annual
budget in the Assembly for 2011-12 having a marginal deficit of Rs 13.03 crore (USD $2.9 mn). Ask this science graduate about the art of
making a good budget that safeguards the interest of all stakeholders and pat comes the reply: You require a little bit of common sense
and a lot of sincerity.

The most under-governed and underdeveloped state of the country, for the first time after Independence, is working out new development
architecture. There are growth strategies, new ownership models, emphasis on industrialization, adoption of new technologies in
healthacre, agriculture and most importantly the participation of the millions of stakeholders in this re-architecting initiative.
You will agree that the grammar of governance is changing in Bihar.

It can’t come without education and employability. Nalanda’s revival is being carried out under an international initiative spearheaded
by the East Asia Summit, a bloc of which India is a member along with China, Singapore and 13 other nations. India is contributing over
Rs 1,000 crore.

New institutes such as AIIMS in Patna, IIT in Patna, Chandra Gupta Institute of management, or Chanakya Law University will certainly
bring respectability. But Bihar must focus on creating more and more of its soft power, be it its school of art, yoga, or its cuisines.
Simultaneously, the existing institutions and its faculty must work to bring honours through its research works, so that the students
from all over India hanker for getting entry into those institutions.

Government figures show that the number of vehicles in the state has grown four times, from around 80,000 in 2005/06 to 3.19 lakh in
2009/10. Many more people are visiting the state, as revealed by the amount of aircraft movement: in 2004/05, a total of 3,814 aircraft
landed or took off from the state's airports; five years later the figure was 10,726.

Telephone connections - landlines and mobiles taken together - have risen 10-fold in five years, from 4.2 million in 2005/06 to 41.5
million until March this year. With growing incomes, people are buying more: FMCG major Samsung's sales grew by 25 to 30 per cent between
April and December last year.

The Associated Chambers of Commerce and Industry in India (Assocham) has proposed to partner Bihar government to develop 14 industrial
clusters for an estimated cost of Rs. 450 crore for employment and revenue generation.

Deputy Chief Minster has asked the officials to activate the Primary Agriculture Cooperative Societies (PACs) to set up a data base of
the paddy crop being cultivated by the individual farmers and allot them an identification number so that they could be contacted
directly for procurement of paddy.

It's critical to deal with realities of Bihar, including its economy, agriculture, education, road construction, urban development, rural
development schemes, industrialization, and health care, among others, and how they would shape the state in the next five years. The
challenges before Bihar are real but with good governance and cooperation from people from all walks of life, it could be overcome.

Interestingly, Bihar is one of the frontrunner among the Indian states, in taking actions to curb corruptions. Bihar is the only states
where all the cabinet ministers declare their assets on the websites. Not only this along with this four lakh employees also do the same.

"There is no time to pursue other interests," says the politician and leader who regularly reads 25 newspapers. That explains a lot about
the man who has actually written all his seven budget speeches.
